is a fisherman, father, and proud Lummi Nation Tribal member who upholds his Xa xalh Xechnging (sacred obligation) by continuing to empower Native leadership, and to advocate for the Salish Sea. Born and raised at Lummi Nation in Bellingham, Washington, Jay spent a number of years in California as a strategist and entrepreneur before returning home to Lummi.
Jay brings a wealth of experience in leadership development, Native legal and economic issues, and motivational speaking. As a leader, Jay is known for his strategic thinking, his collaborative approach, and for his gift in facilitating conflict resolution. He has served as Chair of, and on Council at, Lummi Nation; has organized and executed Tribal, local, regional, and national campaigns; and has working relationships at all levels of government. He is a bridge-builder, using empathy and storytelling to bring people together. He coaches executives and teams to play to their strengths and to get the work done.
Jay's areas of experience and expertise include climate change, economic development, Treaty rights, sovereignty issues, and Native American legal issues.
When Indian gaming was still illegal in California, Jay campaigned for Propositions 5(in 1998) and Proposition 1a(in 2000). The success of these measures formalized the terms for Indian gaming and opened a path for Tribal economic development. Based on this experience, Jay founded Native American Gaming Consultants, LLC in 2004.
During his time on Lummi Nation's Council, Jay led the Sovereignty and Treaty Protection Office; saw the launch of the Nation's Salish Sea Campaign; sounded the alarm for the clean-up of the fish farm disaster; instigated the acquisition of culturally and economically significant lands; and was deeply involved in the fight against the proposed coal port at Xwe'chi'eXen/Cherry Point.
We all rise when we lift each other. As much as Jay is a leader himself, he is committed to supporting current business and governmental leaders and developing the next generation. As an entrepreneur who has started and run several successful lifestyle businesses, and as someone who has held an elected executive office, Jay understands the kind of support an executive needs. As an athlete and a father, Jay is a natural coach. During his time in California, Jay founded the Native Leadership Group, which was focused on Native youth development. Since coming home in 2009, he has coached leaders and leadership teams in both business and government. His focus is on encouraging each person to play to their own strengths and style while being part of a team.
Jay has spoken at TEDx; at public hearings and corporate shareholder meetings; to universities, schools, educators, Tribes; at events, governmental meetings, press conferences, ceremonies, gatherings; and in documentary films. Whether speaking about salmon, the Salish Sea, Treaty rights, youth empowerment, or otherwise, Jay moves and inspires people because he always speaks from the heart.
